Two weapon fighting and bonus attacks

When you are two weapon fighting using full attacks (and you have the feats two weapon fighting and ambidexterity) you have -2 penalties on your attacks. What happens when you have an attack of opportunity or expert tactician attack, do the bonus attacks still have the two weapon penalty? I would think you could hold a weapon in your offhand and unless you are using a full attack action to strike with both, the two weapon fighting penalties would not apply. After all you can attack with a shield in your offhand or other item and there is no penalty, correct?

Yes, you are correct.
You do not suffer the two-weapon penalties while making an AoO, nor, I think, when you get an extra attack from Expert Tactician.

Only if your off-hand weapon is a light weapon, as defined in D&D.

Otherwise, the penalties for both hands are -4, with two aforementioned feats.

Yes, especially if you make an AoO after you attack with both weapons on your turn (or initiative).

The -2 penalty applies as long as you are fighting with two weapons.

Because of the universal problem of d&d round semantics as written - you are not "fighting with two weapons" UNLESS it is "your turn".

Usually - your opponent has to GIVE you attacks of opportunity, so if you are getting these attacks that way, the -2 penalty does NOT apply.

Now - if you are doing something on/during your turn to deliberately set off the expert tactician - the "attack" occurs while you are "fighting with two weapons" as it is your turn/initiative.
 

The same as with power attack and expertise, if you fight with two weapons on your turn, you retain those modifiers to your other attacks, that is, AoO's, until your next turn.

once you have foregone the initiative - that "turn" ends... and you go into the next "turn" ... or is it the other way around?

Unfortunately, I am almost sure you get an ambiguous answer to that question, as any answer you attempt to give leaves some amount of "time" in limbo. Turns don't have a "start" or "end" action - as the word "turn" is not like the word "round" when it comes to d&d

I agree that what you are stating is the definite intent - and I use a tweaked version of that cumbersome action system to solve this pesky problem...

Just playing devil's advocate here. :)
 

You retain the penalties until the start of your next turn. For example, if you charge, you get a -2 penalty to your AC until your turn next round.
 

expertise and power attack give penalties that apply from the time they are invoked until your next action. This is specifically spelled out in their descriptions.

Charging also specifically states the penalty lasts for one round.

I can not find anything stating there is a penalty except when you are fighting with two weapons which is only in the full attack. AoO and expert tactician actions will not be with two weapons but one only. Can anyone find anything that says the two weapon penalty applies for a full round?
