Does a ranger whose favored enemy is drow receive those bonuses against a Drow vampire? Likewise, is a vakar weapon effective against drow vampire? I would say yes in both cases, since vampire is a template, and an undead with blood.

I do not remember the exact function of a vakar weapon. Perhaps this weapon ability is out of a book I did not own. :(
A Vampire is an undead, but he has no living blood in his body. (except from feeding on victims :) )

Favored enemy bonus to damage won't work because it doesn't work on contructs, undead, or elementals. As for bluff, sense motive, etc, by the rules it wouldn't work either.

If you have favored enemy (humanoids: drow) and you come up against a drow vampire, you are not fighting something in the humanoids:drow group but rather something in the undead group as it's type changed.

By the spirit of the rules, I'd let it apply however.
 

A vakar weapon inflicts +2d6 extra damage to elves. It was in Dungeon Magazine Annual # 5.

So if you choose undead as favored enemy, you do not gain the +1 bonus to damage or the skills? Doesn't that seem a little unreasonable? What is the point of taking undead as a favorite enemy then?

Have a +1 bonus to sense motive will help you to know if Zombie is upset or not !!! LOL :D

Have a +1 bonus to Wild lore will help you tracking a Ghost :D :D

(Had the same question and no answer : execpt RPing a Anti-undead Ranger !! this should be change in 3.5 hopefully)
 

You don't get ranger bonus for damage against undead (or any creature that is immune to critical hits) - but the bonuses still apply for other skills that normally get a ranger favored enemy bonus.

There was a varient offered in Masters of the Wild that let you get defense bonuses from your favored enemy bonus instead of damage bonuse. It specifically lists that this option would be good when you choose undead, constructs, etc. that are immune to the bonus damage.

there was also a feat that lets you do supernatural damage against a favored enemy who is immune to the bonus favored enemy damage.. (from the same book).
