Warlord powers, movement and status

Sorry if this was already coverd or if it something really obvious, but I can't find the answers.

If a warlord use a power on a ally that would allow him to move or to take anaction, not forced movement, one of the powers that say "an ally can move/shift x squares" or "can make a baisic attack", like Knight's Move, surprise attack or Tactical Shift and the ally is stunned, immobilized, or restrained, what happen then? on one hand rules say you can't move, or take actions with those conditions, OTOH the rules also say that the specific beat the generic, and the powers say the target can take a move, an attack.

so, what do you think? I'm missing something?

(an aswer limited to the RAW would be appreciated, let's not confuse the issue with that pesky "common sense" stuff. :) )

I'd rule that the power would allow you to take a move or an attack under normal circumstances, but it would not override conditions like stunned or immobilized. I think here you have to look at the intent behind the rules; that is, the warlord is using his battlefield knowledge to inform allies of the best thing that they can be doing at the moment, rather than using some sort of magic to temporarily override their status effects.

[Edit: I just re-read the OP, and saw that I had not answered using RAW, as the poster had requested. Sorry. I'm going to leave my post as-is, though, as I believe that rules do not exist in a vacuum, and are only as good as the people interpreting them.]

Unfortunately, doing things this way means that martial characters will tend to be generally weaker than other power sources even if their powers otherwise do exactly the same thing. Wasn't "be a spellcaster or GTFO" one of the things 4E was trying to escape?
 

Ally is stunned: He can take NO actions, that would mean even when given the opportunity to do an action by an ally. Can take no actions means he can take no actions, on his turn or not.
Ally is immobilised: You can't move from your space means exactly that he can't move (unless the applicable power forces movement).
Ally is restrained: You are immobilised- see above but even forced movement won't move you.
These are not specific betting general IMO, these are set. If it says 'this power gives the ally the ability to move even if he is restrained' or some such then the specific/general case is there otherwise, no.
