Evil is enjoyment or pleasure taken in, or at the expense of, the suffering of others.

Evil is obvious when it's cruelty or getting your rocks off by cutting down peasants.

Killing for money is a bit ambiguous, but I think falls on the side of evil. Most mercenaries, come to think of it, thus qualify as evil. And the more I think about it... that seems about right.

The problem with the alignment system is that 'evil' is such a powerful term that one feels a little squeamish with labeling 1/3 of the D&D population with the label. But that's the problem with any categorization scheme... the ends always seem extreme.

I think it would be better with 'altruist - neutral - selfish' or something, with Good and Evil being used for supernatural stuff.

But in any case, the guy seems NE to me. Lawful isn't 'code of honor' to me, it's working with the/a system, believing in Authority. Chaotic is freedom fighters and crooks going 'f the system.'
