Probably Dundjinni or Campaign Cartographer 3.

No, I want to actually design the buildings (and flora) and I know Map making software is not what I want. I want create my own city-building computer game and need to what 3d graphics/rendering software is to create the environment or tiles.

Oh okay. You'll need some heavy duty 3d software. See what Corel has to offer. Either way you're going to have to pay some big bucks. Try typing 3d software or something in google. I got into 3d art for about a minute a few years ago. Everything nice has a high learning curve. I found something cheap called "simply 3d", for $25, but I doubt it's still around.

You might like to check out the UDK( Unreal Development Kit) if you plan to make a game or great looking graphics. check out UDK made videos on you tube.
