Hmm, outside the ELH and the other handfuls, you'll be hard pressed for non-unique critters to face against.

One suggestion though, is use the Unique critters as non-unique critters (After all not too much difference from Zaphkiel and a special spiffy solar or whatnot).

The more 'generic' monster types (ie, the stuff sorta not like the norm in ELH) will be difficult to really find in post 30 (post 20 to be honest), and advancement is really the easiest way to create the new threats.
 

He's a nice CR 30 creature, Asaathi Fighter(or Samurai OA no CW), 15/Ancestor Warrior 10/Kensai 10 with technique feats and Weapon familiar feats plus a Korrtoak Weapon. Trust me you will not find a Githazert or Yanki as bad ass as these guys. :p :)
 


Its all about monster improvements

At those high levels, you need half-dragon balor fgh5/wiz5/Eldrich Knight 10's, Epic Dragon Draccoliches, Pit-fiend Wiz15/Acm5 Demi-liches, and of course my favorite, pseudo-natural red-dragon sorcerer15's.

Just make them bigger.

Eeeuhm, maybe because if you had a race of CR 30+ creatures, they probably would control the entire multiverse if they cooperated, and if they didn't they'd live rather far apart, making 'em individuals... Just a thought.
 

Don't forget that any critter found in the MM is the *weakest example* of that critter. There are useful rules for advancement.

Also, moderate CR critters with character levels are "Core", and certainly span the range of CRs that you're looking at.

Consider the Balor/Sorcerer20 -- since Sorcerer could be ruled Non-Associated, the Balor is CR 30 on the nose. Likewise, a Balor/Barbarian10 or a Balor/Blackguard10 would be around CR 30.

I can appreciate the original poster's statement that he doesn't want to customize new monsters with classes, advancement or templates but without facing unique creatures, the only real thing to do is that.

You can also play your monsters smarter. Use more area effecting things like dead magic or wild magic.

Part of it depends on what you're looking for.

How unique are the characters? Are they the most powerful characters in the setting? Whose more powerful? At these levels, characters are pretty much the equals of demon lords and devilish rulers and should have some measure of respect.
