Why are reflex saves immune to anything that is detrimental to dexterity?

This has gotten away from the topic I really wanted to discuss. I wasn't paritcularly concerned with how or when a PC should get a reflex save. I wanted to know if there was an official rule or get person's opinions on why negative effects to dexterity never apply to your reflex save.

I thank dshai527 and Ridley's Cohort for providing their opinions on that topic. Anyone else?

Well, you've got a point. Situational penalties to Refles saves should be documented in the rules, but are not.

Your premise, that "negative effects to dexterity never apply to your reflex save," is false, though. You don't get a reflex save when helpless, so "never" is not true. Close enough for discussion, though.

Believe it is strictly game balance - spell effects are balanced by level, not by save type. If reflex saves were easier to bypass than fortitude or will saves then spells allowing reflex saves would have to be a bit weaker to compensate. Whatever description you give in game for a successful save - instinct, luck, etc. - the rules reason is strictly balance.

I have to say that's the best explanation I have thought of, just strictly one of game balance.
