D&D (2024) Why aren't Angels concidered a type of Empryeans?

Today's word of the day is connotation. Angels don't have a connotation of "giant wingless guy" or "floating eyeballs." It is very rare that D&D choses something that conflicts with connotation. I don't see it happening here.

Are angels confirmed as in the new Monster Manual?

Quite a lot of people believe that angels are real things, so WotC are going to want to handle them sensitively, and avoid contracting real world beliefs.

There is past history of avoiding the word “angel” in D&D, giving them different names instead.
I would imagine the far more numerous devils and demons would be a far larger issue than angels in this situation.

But that's a literary example. The common image of angel in the wider population is "winged humanoid".

I don't know. The Ophanim (giant wheels of eyes and wings) have become quite popular to the point that calling them "biblically accurate angels" is a meme. They casually show up in video games as such.

Wings, glowy halos and randomly placed eyes seem to be common enough motifs with angels that it should be enough to be recognizable to most people. Even if all you have are wings, halos and eyes.
