D&D 5E Why is there a Forgery Kit?

I figure that a forger's toolkit contains m ore than just pens and ink. It contains forged copies of official stamps, samples of official paper, the colour inks and waxes used by government documents, knives and scissors, wax seals - the things needed to duplicate official documents.

Proficiency in a forger's kit includes knowledge of what official documents are in use, how they are issued, how they are verified. These are things than an artist probably wouldn't know.

Gotcha. You are not alone, I'm sure that's what the rules and Xanathar's try to address. Do you use the Xanathar rules? What do you think of them?
They inspire me towards my descriptive accounts, towards my NPC builds, and influence the checks that do need to be made. I do find that they are a bit overly prescriptive. Much of what they have at DC 10 and even at 15 has no need for a check, because the party would just take the time to get it right.
