No, it doesn't. I added the vulnerability to the damage roll; it's normally 3d8+6, not 3d8+16. I failed the attack roll, so it takes half damage (miss line in power description), which is the last step in calculating damage. So it takes 15, not 25

I think that there's a rule that multiple damage types can trigger multiple vulnerabilities additively. CharOp agrees, but I'll need to wait til I get home from work to find a page reference. It isn't overpowered in any case- it just gives ranged/implement Strikers a slightly better chance to compete with chargers and multiattackers.
EDIT: Got home, checked sources. I was wrong, you're totally correct that the rules are ambiguous here. You're well within your rights to rule that they don't stack. CharOp consensus is that stacking vulnerablities of different types works because no rule says that vulnerabilities of different types combine in any way and so it makes sense to check/resolve them separately, but that's not explicit RAW, so it's still your call.
