If they try to keep the number of stories in one film down to a minimum, they should be okay. I hate to say this but I'm skeptical about expanding the cast of characters (i.e., more 3-lines-plus speaking roles).
And they should bring back the Brotherhood. It doesn't seem right to have only Magneto and Mystique.
So on the one hand, you want them to keep down the number of additional speaking roles in the next film. And on the other hand, you want them to bring back the entire Brotherhood?
I agree with you that one of X-Men's biggest problems is a bloated cast. The problem as I see it is that the producers are more interested in appeasing the fanboys who all want to see their favorite X-Man get a speaking role, than making a good movie. Cyclops didn't even get two lines in X2, and yet they added Nightcrawler to the cast. And for what? So they could show off some more special effects, basically.
Kitty Pryde has always been my favorite X-Man, but I honestly think the franchise would be in much better shape if it cut
down the cast, rather than expanding it. Send Storm, Nightcrawler, Iceman, and Rogue off to Genosha to deal with some kind of (offscreen) conflict there, and focus on three or four core characters. Give them the screen time to do them justice and craft a good story, instead of cramming the screen with walk-ons.
But to be honest, I don't see that ever happening. X-Men is a franchise about cramming as many mutants with different powers onto the screen as possible. And since that's the reality of the situation, I'm glad the next X-Man to join the crew is Kitty.
