Of course. All alignments - should - have a lot of wiggle room. I'd say that - should you be selfish and self-centered - the moment you become evil rather than neutral is when you actively wish (not necessarily cause) others harm for your own gain. As soon as other's lives are disregarded as...

There's an easier way to get an all-good society, but it relies on a couple of very high level clerics. Just have them travel from city to city, cast a couple of Holy Words and see who squirms. Those that squirm and don't die outright are executed as well. It wouldn't even have to be done...
