Well it does not come up often, but:
If you multiclass or hybrid into Runepriest, you get the ability to use Rune of Mending, or use other Runic powers.
The ability to enter a rune-state and get the Rune of _____tion riders is a function of the Runic keyword, not of the a class feature, so a multiclassed runepriest could enter the runestate of Rune of Destruction. However, as he does not have the Rune Mastery class feature, he doesn't get the persistant runestate bonus that a normal Runepriest gets from his Rune Mastery.
The Rune Mastery classfeature, then, allows -other- non-Mastery runepriests to activate the Rune of Destruction mastery benefits without having Rune Mastery.
