Monster CR, as maddeningly complicated and imprecise as it is, assumes that a party has and uses items and gear to resolve the challenge.

Therefore, WBL is a useful guideline.

sorry, I meant to say "ARE the WBL rules are the same for everyone" and by Rules I meant the table in the DMG that say Level 3=2700g but I understand that at level 3 you don't automatically have 2700g it is just a measure of how close to Average Wealth by Level your party is.

If you use the random treasure rules in the DMG, be prepared for a large degree of variance in terms of total treasure received and, in some cases, a wealth disparity between characters.

In my hexcrawl, for example, I rolled an EL 2 treasure that included a gem valued at 7,000 gp and an EL 3 treasure that included a Minor Ring of Energy Resistance (fire), valued at 12,000 gp. Both could easily be found by a 1st level adventuring party.

Yup, but a lot of the time you'll roll unusable gear (Huge sized magical Repeating Crossbow or something equally retarded...), so your PCs can only hope to sell it to a huge sized arms dealer. And then overall wealth balances out over time. Although I do agree that the random tables are... random. I had a 9th level PC get his hands on a Ring of Telekinesis that way. The PC had just entered play, and had been built using the WBL guidelines - after his nice find, he was quite a bit ahead of the curve for the rest of the game!
