Help Creating Epic Level Sorcerer

I don't think I will need this spell b/c of the headband above. I am looking into Tensers transformation, but chainspell feat will not work with it so I am not sure. Offcoarse I will be taking Time Stop.

Yeah the protection form evil will protect you form charms etc. But don't underate compleate protection from divination. Divs are the bread and butter spells of all evil NPCs to screw the partys day.

And for tensers transformation it amy not be needed, but at epic levels it gets really hard to get a spell off this adds another sword to the fight. Also an empowered version makes you a tank, a virtual unstopable juggernaut. If this is a continuing campaign instead of a one shot and you end up with improved metamaic a tripple empowered tenser transformation is a sight to behold. +50d6hp and + 2d4x2.5 in str, amkes even a weak wizard fairly buff. Though a 7 times empowered bulls str on the fihgter is even better. God I love improved metamagic.

Sounds like your DM is restricting magic items, which is a good thing: an epic level game started at epic levels will quickly become crazy if players are just given their millions to spend. For items, here is what I suggest:
1 ring: ring of spell-battle
1 staff: make it a custom one with spells you don't have, and a theme to lower costs (see Tome and Blood pricing guidelines example)
1 armor: bracers of armor +8 (or moon bracers of you have the money)
8 others: tough choice... here are some suggestions:
- Amulet of Charisma +6 (must-have)
- Cloak of Stars (as Robe of Stars, but +5 luck bonus on saves--should be 118,000 gp unless I'm mistaken)
- Pin of Warding (+5 resistance bonus to saves, immunity to magic missile (price this off the brooch of shielding or harper's pin), protection from evil, doesn't occupy an item slot)
- Ring of Wizardry IV. Too bad, you can't afford the Ring of Spell Turning. Alternatively, get yourself a Ring of Telekinesis and save a spell known (if you like the spell)
- Tome of Charisma +4. The +5 time costs 2,500 gp more than the limit your GM set.
- Crystal Ball with True Seeing and Telepathy (if you don't have the spell)
- some storage item. I like the Belt of Many Pockets for the familiar pocket, but Portable Hole is nice
- one or more metamagic rods

Where is the Ring of Spell Battle, cloak of stars, pin of warding?

The Ring of Spell-Battle is from Magic of Faerun. It lets you detect and identify spells cast near you and once per day you can counterspell or redirect one such spell. It costs a bit less than 70K if I'm not mistaken, and is IMO quite powerful for spellcasters.
The cloak of stars is, as I indicated, a variant of a DMG item (Robe of Stars). I made up the pin, but didn't bother to price it. It has some powers similar to the harper's pin (Magic of Faerun), and you might want to take a look at the brooch of shielding (DMG) to price the immunity to MM.

Like I said, they are only suggestions. With the guidelines you have, I would try to make unique items based on themes, such as a cloak of protection (with protection powers and spells), for example.
I actually like high level spellcasters without many items: there should be point where you don't need more gloves/rings/necklaces, and still function aptly. This is the reason I didn't suggest Gloves of Dex or Belt of Con, and instead presented the stat buff spells. With empower (and later Improved Metamagic) you get better results by spending a few spell slots. You might as well use the restricted number of items for more useful stuff. And with the kind of money epic level characters have, you can probably have a sizable fortune by the time you're done with items. I'd use that for a home of some kind (perhaps a demiplane?), or anything that fits your character. After all, do you just own what you're wearing?
 

I must agree with some of the above posters. Take as many of the 2nd level buffs as you can, and Empower. Purchase a rod of Greater Extend (25kish). For epic feats take Improved Spellcasting Capacity and then look long and hard at epic spellcasting and talk with your DM about it before taking it (it's almost useless if your DM insists on being reasonable, if you are making DC:1 inherent bonuses to everything spells, then go for it)

Eagle's Splendor Empower x4 gives you a +6-13 enhancement bonus to CHA with an average result of +10. If you ditch Epic Spellcasting and take Improved Spellcasting Capacity again, then when you take Improved Metamagic at 27, you get a rediculous 10x Empower on your Buffs. That's +12 to +25 enhancement bonus, with an average of +17. Magic items are for losers.

Like, the king of the country you're in, or the head of some big religion, or even the guy who runs the tavern you're going to go to tonight.
