I had just gotten used to him and now he's already gone.

I'm wondering if that's the first time that The Doctor has regenerated voluntarily? We've seen him refuse to regenerate, but I can't remember an instance of him willing regeneration.
Depends on how you mean willing. Paul McGann could said to have done so willingly by drinking the gin and juice on Karn. David Tennant in one of his finales willingly uses regeneration energy, but it doesn't trigger regeneration per se. Matt Smith willingly regenerates at the end of his run in that his Doctor isn't killed or obviously dies from any cause. He just shoots out some regeneration energy and reverts to no-old-age-makeup Matt Smith before giving his final speech.
 

Belinda is Poppy's mother at the end of the episode as a result of what The Doctor did.
She always was, ever since Poppy first existed. And even after Poppy disappeared, once Ruby convinced Belinda and the Doctor that she existed Belinda wanted to get her back too.

If anyone has cause to complain it's the mysterious Ritchie who is now a father, but even that wasn't the Doctor's decision - he still expected Poppy to be his own daughter.

At what point did the Doctor force Belinda to be a mother?

At what point did the Doctor force Belinda to be a mother?
At the point Belinda went from independent to Conrad's idea of what a mother should be like.

Mind control negates consent.

Then again this episode was an inconsistent convoluted mess so intent's hard to read.

The Doctor wasn't being mind-controlled when he rewrote time to make Belinda still be Poppy's mother.

Belinda on the other hand was still under mind-control when she asked for it.

Before the previous episode Belinda was never characterized as wanting to be a mother and in fact valued her independence.

Belinda asked for it when she had been freed of the mind control and had just been told that she had had a daughter, that she didn't remember.
