Depends on how you mean willing. Paul McGann could said to have done so willingly by drinking the gin and juice on Karn. David Tennant in one of his finales willingly uses regeneration energy, but it doesn't trigger regeneration per se. Matt Smith willingly regenerates at the end of his run in that his Doctor isn't killed or obviously dies from any cause. He just shoots out some regeneration energy and reverts to no-old-age-makeup Matt Smith before giving his final speech.I had just gotten used to him and now he's already gone.
I'm wondering if that's the first time that The Doctor has regenerated voluntarily? We've seen him refuse to regenerate, but I can't remember an instance of him willing regeneration.
