Centaurs, Natrual Attack and Armed Attack

Hey, I'm a tad confused on something.

A fellow player in a game i'm in is going to be playing a centaur.

The Dm and I both are blurry on a centaurs attacks.

Here are the questions.

Do both hoofs count as a single attack, or is each hoof an individual attack.
What exactly are the penalties for attacking with the hoofs and with a sword?

Looking at the monster manual entry it appears to have SOME penalties but they dont appear to be the normal ones for using a second attack with an off hand.

How DOES that function? Are the hoofs your off hand?
Do you get 2 (or 3) attacks normally at no penalty?

Does the player need Two Weapon Fighting to use his Hoofs along with a weapon in one of his hands?

Thanks for taking the time to add this in here ... I'm the game's DM and am also slightly confused ...
Which feat does the character need? Two weapon fighting, multi-attack or multi-weapon fighting, or other ...
Thanks in advance for any advice on this ...

Manufactured Weapons: ...
Some creatures combine attacks with natural and manufactured weapons when they make a full attack. When they do so, the manufactured weapon attack is considered the primary attack unless the creature’s description indicates otherwise and any natural weapons the creature also uses are considered secondary natural attacks. These secondary attacks do not interfere with the primary attack as attacking with an off-hand weapon does, but they take the usual –5 penalty (or –2 with the Multiattack feat) for such attacks, even if the natural weapon used is normally the creature’s primary natural weapon.


The centaur would get his normal attacks with the weapon he is holding, plus two additional attacks (one with each hoof) at a -5 penalty (or -2 with multiattack). The hooves don't count as secondary weapons, and don't impose any penalties, they're just added in free. No feat needed, though multiattack is helpful.

For example, an 11th level centaur fighter with 18 str and multiattack fighting with a greatsword would full attack at:
+18/+13/+8 greatsword, +16 hoof, +16 hoof
 

For example, an 11th level centaur fighter with 18 str and multiattack fighting with a greatsword would full attack at:
+18/+13/+8 greatsword, +16 hoof, +16 hoof

And without multiattack would be getting
+18/+13/+8 greatsword, +13 hoof, +13 hoof.
 


Now, if he wanted to weild two weapons, a Longsword and a light weapon, would he be able to do Longsword, Short Sword, Hoof, Hoof?

Would he ALSO need Two Weapon Fighting, or would Multi-Attack already superscede that?

yes, he could do this, but would take standard two weapon fighting penalties. multiattack only helps with natural secondary attacks (his hooves). the 11th centaur from my previous example with all three two weapon fighting feats would have attacks at +16/+11/+6 longsword, +16/+11/+6 shortsword, +16 hoof, +16 hoof. the twf penalties do not affect the hoof attacks, as they are not primary or off-hand attacks, rather secondary natural attacks, which twf has no effect on.
 

Alright, so lets say he has a 16 Str and +4 BAB

with the proper TWP Feats and a light weapon in his off hand, AND multi-attack he could do...

+4/+2/+3/+3
longsword/shortsword/hoof/hoof
correct?
 

Nope. Longsword and Shortsword are both at -2. He has a +7/+2 with one weapon. +5/+0 with longsword and +5 with shortsword while using both weapons. Hooves are two additional attacks at +5/+5 for both cases. With Improved TWF he'd have +5/+0 with longsword, +5/+0 with shortsword and +5/+5 with the hooves.

Kill him with Spring Attack.
