There should be the 9 species of the PHB allowed in the game, and that is it. All other species, from all other sources, make D&D a Pokemon universe.
I quite literally had a player tell me "I want to play a Ninja Turtle, and name it Dom. I want to play a Tortle Monk/Artificer". Same player also told me that he wanted to play a Bugbear Celestial Warlock that shot Eldritch Blasts out of his belly, and call the creature a Hugbear.

That is NOT D&D.

Even if I accept that what you describe is not D&D(and it is), what you are saying there is still a False Dichotomy. There's a whooooooooooole lot of middle ground between playing ninja turtles and hugbears and the 9 core races.

Nah, it checks honestly.

Pro-tip: The silliest characters at inception are oft the ones who have the most serious moments. The generic human or dwarf will be the one to ruin everything in their source for some sort of personality, whereas Don and the Hugbear, persona well built, will have a life-changing discussion on subjects while undertaking quests that'll be remembered forever.
