Do you notice a Charm attempt?

I agree with what everyone said. However, I also will make a gentle suggestion:

If you suspect that a wizard doesn't realize how his magic works, it's a good idea to inform him how it works BEFORE he casts the spell. After all, his character would realize the risk of casting charm person on a fighter.

If he honestly thinks that the fighter would be oblivious (and it's an understandable mistake), then of course he'll get mad when the spell fails and the fighter attacks.

There's plenty of good ways to screw players. Just make sure you do it fair and square.

Unless, of course, he had never cast the spell before, as would happen when he had just scribed it into his spellbook. It would take a lot of tracking to know, so not worth it to me. I'd use Pielorinho's suggestion about discussing it as good etiquette.
 

What happens when the spell wears off if the Fighter fails his save? Does the Fighter know a spell was cast on him? (I'd say yes.)

What happens if the Charm Person spell was Silent and Stilled?

Hmm...don't wizards usually have a couple of years of apprenticeship? Or else don't they learn from reading copious books?

Be kind to your players in this regard, and assume that their education as a wizard involved teaching them the dangers of using certain spells. There's plenty of other ways to be mean to the players that will be fun for them; screwing them over with your superior knowledge of the spell system will just make them feel stupid and embarrassed and angry.

This one isn't entirely clear. I've ruled that a character who fails her save vs. CP forgets the act of the spellcasting. Whether she figures out that she was enchanted afterward depends on how subtle the enchanter was, and how familiar she is with magic.

A shopkeep, for example, who gives a flirty customer a 20% discount isn't likely to suspect anything if she normally plays fast and loose with discounts -- but if she's a real beancounter, it might raise her suspicions afterward.
