I think the basic question here should not be, "how do you play a character with a 2 charisma". As has been pointed out, there are multiple possible answers for this.
The question should be, "How do you play a character with a 2 charisma in a way that is both fun and interesting for the player to roleplay and not annoying or unfun for the other players?" It's gotta be entertaining.
Also, here's something that no one has suggested. Clerics get Diplomacy as a class skill. That means that at 1st level, 4 skill ranks could could entirely negate your charisma penalty for the purposes of Diplomacy checks. At 2nd level, you could potentially have a +1 to Diplomacy and be able to negotiate better than most people.
Drop a few ranks in Diplomacy and you can say that your character has trained himself to control the worst of his natural tendencies, so at least he's no longer actively annoying everyone he meets.
