You are good at protecting nearby allies.

Prerequisite: Combat Expertise
Benefit: Whenever you use Combat Expertise to gain a bonus to Armor Class, any adjacent ally gains the same bonus.

Well, there you go.

The problem is that there's no bright line about what makes a feat Epic. Consequently it's easy for authors to end up contradicting themselves. Probably the guy who wrote that feat in Shining South wanted to make Combat Expertise more useful.
 

To further muddy the waters...

Superior Expertise [General]
You have mastered the art of defense in combat.
Prerequisite: Int 13, Expertise, base attack bonus +6 or higher.
Benefit: When you use the Expertise feat to improve your Armor Class, the number you subtract from your attack and add to your AC can be any number that does not exceed your base attack bonus. (Without this feat, the number can be no greater than +5.
Special: Superior Expertise is a bonus feat for fighters. It can be taken whenever a fighter is eligible for a bonus feat, as long as the character has met the prerequisites.

I never had a problem with this feat, and had even less problem with it once it became an epic feat, which later became a non-epic feat again.

AC simply doesn't scale well, so any boost to it is fine with me. It still pales in comparison to Power Attack.

Why would i want to spend a epic feat slot on +1 attack???

Well, various things my own epic fighter might make an attack roll with:

his dwarven waraxe
his shield
his longspear (you need reach from time to time)
a hand axe for carving his way out when he gets swallowed whole
his longbow
touch attacks for grappling
attacking with a spiked gauntlet while grappled
ranged touch attacks from magic items

I'm sure there's some that I missed.

Now, I haven't taken epic prowess yet, but he may very well start soon. More attack bonus means more freedom to use expertise and power attack - and incidentally, have you seen some of the crazy ACs on epic creatures?
