Epic Level Feats: I meet the pre-reqs, why can't I take it?

Two-Weapon Rend is Epic, Greater TWF is not. So no, they don't have the same prereqs aside from BAB.

If Two-Weapon Rend was an Epic feat that simply said:
Prerequisites: Improved Two-Weapon Fighting.
we wouldn't be having this conversation. But that's not how feat prereqs are written out in WOTC products.

Eh...I'd probably let ya have it. ;) Of course, I'd probably slap some limitation on it somehow, but it doesn't seem too disturbing. You can hit, what, 8 targets at 8th level with that? If you're a fighter or a ranger? And do what, 1d8 damage? Maybe +1d6? Maybe +4 for Strength? At eighth level, wizards and sorcs can do more damage at a greater range, more often.

Of course, I'd have to make it difficult for ya occasionally. ;) And any opponent who knows you is definately going to make sure his troops have Protection from Arrows, maybe stick a few monks in there who can make you eat your own ammo...

I do think a lot of the Epic feats were made 'epic' just because they had a feat they wanted to include, and they included it in the ELH. Rain of Arrows may not be one of them, but there certainly are many feats I'd allow non-20th-level-characters to take, no problem. :)

Pretty much any point built system like Hero, GURPS, Savage Worlds, etc... etc... etc...

In Rolemaster you could get Background Options but that was only at first level. Might be different in the new edition.

There are a lot of games that have something similiar to feats. Sometimes they're called Advantages, sometimes Perks, etc...
