It's a command word activation, and takes a standard action.

Oh, I'm not trying to indicate that it would be. Really, the difference is often small. Usually in a dungeon you'll only draw your weapon once when you head down that first flight of stairs anyway. So it's the difference of one or two actions over the course of an entire session.

I got around this by getting gloves of storing. you can keep your weapons active while stored.
