Forced movement and immobilized targets

I've been going over this in relationship to allies trying to move an immobilized ally out of the way, and I decided that what it comes down is that immobilized is more often "my legs don't work quite right" ... maybe they're glued together, maybe there's a psychic block preventing those neurons from firing, etc., whereas restrained is "no seriously dude, I can't move" -- impaled on a spear, held by some object or force, etc.

So rather than try to determine which immobilizes shouldn't allow movement, I just let them all and figure that if they really shouldn't allow movement, they'll make it restrained.
