D&D 5E Guidelines For Creating Spells and Prayers

What are your guidelines?
Summarized
If a caster has half the hit points and uses weapons that do half the damage as martial classes,
dedicated caster spells should do more damage than martial attacks+maneuvers.
1 target spells should be at-will.
Area spells and charms should be per encounter.
Clerics pray to gods and their powers should be called prayer powers.
Make all the spells unique.
Do away with spell level and just categorize spells by level requirement.
Only a 2nd level caster can cast this spell, for example.
