Half Damage and Sneak Attack

Hello D&D players of Enworld!

Here I am with another doubt about 4th edition rules.

Last session, the rogue of our party missed one of his daily powers, wich made half damage on a miss. The rogue had combat advantage against his enemy, so he could also deal sneak attack damage which he said that should be complete damage because it wasn't part of the daily power. So the question is: Was the rogue right or the sneak attack damage should deal half damage too?

PHB said:
Once per round, when you have combat advantage against an enemy and hit that enemy with an attack that uses a crossbow, a light blade, or a sling, the attack deals extra damage.

The rogue missed, so there would be no sneak attack damage.

Well, extra damage is always part of the attack. So if you could apply SA on a miss, it'd still be halved.

But SA specifically requires a hit, so you can never apply it on a miss.

To answer a more relevant question, if the rogue was weakened, and hence doing half damage, on a hit, he would apply the additional sneak attack damage to the regular total, and then halve the whole sum.

Holy cow, I've overlooked that clause for the entirety of 4e to date.
Yeah, for me the issue only came up two weeks ago, when we discovered the passage in question. I don't recall if it's just never come up (our rogue rarely misses with combat advantage), or if we've been misinterpreting the rule all along.
