If you want to make wizards be more like the 2e versions, make spells easier to disrupt, (drop the combat cast feat) and give them less spells per day. The biggest reason 3e mages have less power is because they dont need to conserve their resources as much.
Then you could go through and redo the spells to have bigger damage, or what I would do, just use 2e spells. other than the added distinction of spell components and spell focii the spells are set up the same way. its amazingly easy to convert 2e spells to 3e. 3e just has more in the top table that doesnt have to be in the spell description.
So the short of it.
1. Drop Combat Casting;
2. 2e Spell Progression table. its just plug n play;
3. 2e Spells.
Keep the rest of the class as per 3e.
You could easily do the same with clerics to get the specialist priests, with a total of 7 spell levels instead of 9.
The only thing im not sure of is the difference in hit points between 2e and 3e. you may need to up the damage of spells. but this is where i would start
