D&D 5E How powerful is Shadow Sorcerer's The Hound of III Omem + Careful Fear + Phanton Steed?

A Shadow Sorcerer gets Warcaster feat for oportunity attack (Spells), Ritual caster for Phanton Steeds spell for 90ft speed.

The sorcerer then uses the hound to apply disadvantage on Careful Fear (Your party will love you).

After the enemy affected by fear, he drops everything in his hands and triggers Warcaster's Booming Blade/firebolt and is devoured by the Hound each turn. Each turn, the sorcerer casts 2 spells (Warcaster and normal casting) and the hound damages the enemy
The Sorcerer riding a Phantom Steeds, the enemy cannot escape and is constantly affected by The Hound and Booming Blade / Firebolt


Thematically, It fits perfectly an Phanton Steed and The Hound of III Omem is really cool.

Whist it's not strictly forbidden, I'm not sure how a DM would feel about a dog riding a horse...

There are other, less silly, ways to increase the hound's speed though.
 

The hound doesn't seem inclined to get on a horse, but if you summon one onto the back of an existing horse (phantom or otherwise) then it would probably work.

Might break immersion and cause lots of jokes at the table. Not suitable for some groups.

LOL, sorry It's not a dog riding a horse...

It's the sorcerer riding the phanton steeds and the hound attacking the enemy.
