The contestants are free to make stuff up, and I will judge it on merit, not adherance to a book I've barely read. The only rules which are hard and fast are Core Rules.

ELH is not required to make "EPIC" level characters -- see SHARK's threads for proof!

are we to take into account the ECL for the half-dragon template?
i think it's ECL 5, right? so for level 8, should the character be 3rd level or ignore the ECL and be 8th level?
(assuming the template-ified race doesn't have an ECL of its own - human or gnome, for instance).
 

ECL for a Half-Dragon

Sources disagree. Numbers vary from +3 to +7. There is no canonical ECL in the SRD -- at least, none I can find.

If you were asking me for a PC, I'd give a weak Half-Dragon for 3-4 ECL, and a strong one (Silver, Gold or Red) for +5 ECL.

However, you are free to use anything reasonable for your NPCs.

Half-Dragon Hit Dice

the half-dragon template bumps up the base creature's hit die type - i assume this also applies to hit dice gained from character classes? (i.e. rogues get a d8, fighters a d12, etc.)
 

I'd say that the template bumps up creatue HD size, not class HD size. So a Half-Dragon Lizardman Druid3 would have 2d10+3d8.

However, I'm not the DM -- just the judge. :p
