Yes; selecting power attack at level 2 is suboptimal.

Power attack is a very weak feat at low level, useful only because it is a requisite for cleave. You shouldn't select it so early if you are not going to take cleave immediately.

You should do the following;

Select weapon focus at a level 2, dodge at level 3 and power attack at level 6.

IDHMBIFOM, but I thought Tempest didn't work with double weapons.

CR - I assumed that you were playing a half-orc, if you're specializzing in the orc double-axe.
My bad.
Also, the orc doiuble-axe is THE weapon of a Blessed of Gruumsh, I think (which people have complained that it should be a spear, i believe, since Gruumsh's favored weapon is the spear?)

The Blessed of Gruumsh is the one that gives you one round per day where you get to DOUBLE the number of attacks as normal, I believe.
