The other half of the problem is that, even if there are no mechanic problems, the system doesn't encourage the moment to shine. You also have to give everyone enough non-combat mechanics to have that moment.
BTW, I wasn't saying that every part of the adventure revolve around the moment to shine. The A-team is all about that. I chose A-team for the example because the tropes are easily identifiable and everyone knows the A-team. Once per adventure is plenty, or it just becomes forced and silly.
