Hmm sorry spoke too soon for Princess as I did not look over her powers

So you are over the PL on both your Laser attack (ranks in DEX 5 + Ranged Attack 5) =10, and then your attacks are also over with the ricochet upgrade (Damage 11). So in order to balance this out either you have to lower the damage or the attack total to equal 9 (PL)

Then your Chiromantic Flashing Force attack has the same problem (ranks in FIGHTING 5 +Close Combat 5) =10 and the extra affect goes to damage of 12.

The Sun ray Affliction goes to 12 also

Then the Sunny Rays of Blazing Goodness is an Area Affect and as you dont need an attack roll too hit you can't trade up or down on it and so the max is the PL (9) max affect.

Lastly I would re-read Activation as not only do you need a 15 to activate the extra Ranks for the power but you also need too beat the TN... second paragraph (assuming a Difficulty 10 check)

"If the check succeeds, the character gains the use of 1 effect rank per point the check exceeds the DC. Thus a check result of 14 allows the character to use up to 4 ranks of the effect. If a lesser rank of the effect doesn’t do anything, then it’s the same as failing the check"

In Check Required, the die roll actually determines the power level. So she makes the Deception roll, on a 10- she gets 6 ranks, on a 11, 7 ranks, on a 12, 8 ranks, etc. up to 15+ where she get the full 11 ranks. So 60% the time, she is below the PL requirement (10+7 or worse), 35% of the time she exceeds it (10+9 or better), and 5% of the time she is at the 18 limit.

If you want to change the percentages, I can do that by raising the DC of the check, but that just gives me more CP to play with for more abilities.

I assume this applies to stuff like Immunity 10 all cold effects. If you had check required on it and the DC was 10 and you roll a 20, you are immune to all cold effects. If you roll a 19, you are not immune to all cold effects.

Damage does not have that all or nothing issue. You can use 1 rank of the effect as it still does something.

As for sun ray, that I will definitely adjust since I forgot about the no attack roll for AOE.

Oops, I was off by 5%: 55/40/5. (Originally, her attacks were +9 and i set the mid-point for power ranks at 9. When I bumped the attacks to +10, I forgot to add to the Check roll ranks to keep the 60/35/5.)

I haven't played a lot of M&M so if you feel the power limit must never be exceeded, I'll roll the powers back. In the process I'll regain like 10 cp so I'll need to figure out where I'm spending them. (I do have some "future" power ideas so the future could be now. )

Third thought. I've rejiggered the character completely so that the powers are all Check Required and raised the skill so that 1-5 is a failure, 6-12 or so is partial success, and 13 or better is (generally) full power. That should be a good spread. I removed Close Attack so the Chiromantic power has +5 Melee 13 ranks, and ranged blast is still +10 Melee at 8 ranks. At this writing I still have 2 cp to put somewhere.

Yes sorry for 3rd ed (and 2nd for that matter) you can't exceed the PL trade-offs. They have to balance out.

And how I read the Activation limitation "I have a Power that is 5 ranks. I roll my activation of 10+. If I get an 11 I can use my power at Rank 1, if I get a 15 I can use all 5 ranks."

That's the "Check Required" limitation.
"Activation" is "A power with this flaw requires an action to prepare or activate before any of its effects are usable. If the power requires a move action to activate, the flaw is –1 point. If it requires a standard action, it is –2 points."
