This horrifying large creature has the body of a sea snake, and the hues of its lithe shape form a dull rainbow of unhealthy colors. Thick clots of transparent slime cling to its body, and its head is a wretched half-snake and half-crone combination with shark-like teeth. The reek of brine accompanies it.

Cecilia appears at 100N75E (unless she can appear at 85E, above the water) with a frown on her face, which those in the know realize is because she is facing an opponent that can go under water. She casts a spell. [sblock]protection from lightning[/sblock]
 

Cecilia can appear above the water, making a large splash as she goes under.

Lacking any specific rule information, I am going to rule that creatures that fail or decline to swim sink at a rate of 30 feet per round (half the speed of a feather fall spell).

Cecilia can choose to sink at that rate (-30Z) or stay afloat (0Z) as a free action.
