Sorry, Auraseer... you would have to be lvl20 to cause twice 5d6 damage with a Vampiric Touch.

Right, I was talking about max damage. By "4th level" I was referring to the spell slot required.
 

Would Split Ray with Psychokinetic Blast allow two opportunity attacks if used on two melee opponents who failed the DC 20 strength checks and were pushed back 5 feet?

I'm not familiar with that spell, but even if can be Split by this feat, you'd need Combat Reflexes to take both AoOs.

An AoO is usually not caused by a specific spell, it's caused by the movement. If two guys within your threat range get shoved into another square-- whether by your spell, or someone else's spell, or an ally's Bull Rush, or whatever-- they both provoke AoO. With Combat Reflexes you could attack both; otherwise you'd need to pick just one (or neithr).
