Proficiency Bonuses & Attack Powers

Each weapon has a proficiency bonus.
Each martial attack power uses a weapon.
Do the proficiency bonuses for the weapons stack with the attack bonuses for the powers?

Example:
Warhammer (Prof: +2)

At-Will Power: Cleave
Fighter level 1 Exploit
At-Will ∙ Martial, Weapon
Standard Action Attack Type: Melee
Target: 1 Creature Attack: Str vs. Ac
Hit: 1[W] + Str mod. dam & Adjacent enemy takes dam = to Str mod.
Special: None


Is the attack merely Str vs. AC?
Or is the attack Str + Proficiency Bonus vs. AC?

Is there a page reference for this? I can't seem to find it.

You get to apply all of your bonuses if you meet the wording of the power (Weapons, implement, etc). Especially if you paid a feat for them. Note: You are NOT required to use all of your bonuses. if you for some reason wanted to forgo them.

The only time you do not add certain bonuses is when reading and applying the Damage line of a power. Sometimes it says 2[W], and thus negates yer strength bonus. However, if you have a magical weapon (say a +2), then 2[W] actually means 2[W]+2 (and anything else extra, like the Weapon Focus feat)
