I think you can't so it would probably be 28, like the Sahuagin.

In that case, if you also ban Dervish, I'm sure it would be a thrower with maxed out TWF chain and Rapid Shot chain. If you don't think you can do this, I didn't either until I remembered that TWF specifically calls out it can be used with thrown weapons.

If you keep Dervish, it will be the Dervish Human with 15 attacks.

And yet some will not only argue that you can, but that you can take a full attack action flurry afterwards. Can you spare a level for monk?

4 attacks base + 3 off hand attacks = 7. Doubled to 14 for "A thousand cuts" plus the one haste attack = 15 attacks.

Ah, yes. For some reason I thought only sword attacks were doubled, but that's just for Great Cleave, so the NA is doubled as well. That means the Marilith would have one extra attack too.
