Though we've passed the dreaded -two- page mark that signals the death of 90% of all threads. R&R does have some potent spells (especially if used correctly) but most everything I've seen as had that sort of power creep.
It may be that my players don't get access to a whole lot of spells (I own all the books and grant access only grudingly, its cooler to find stuff in character) but I haven't found it to be a problem.
On the other hand one of my players got their hands on the Book of Eldrich might and I had to really get out the red ink. He whined like a stuck pig but he still uses the weaked versions of the spells over anything else (he's a sorc).
While there are a few spells which could have been edited better in R&R its hard for me to see it as unbalanced compared to most of the stuff out there.

My players hate this too. Each an every one of them.
Its cool though and you should think about keeping it (there's also a good metaplot related to it but that's probably optional from most peoples perspectives...)
It also forces people to get creative and heat distortion effects around powerful wizards is cool.

Its produced in Hollowfaust exclusively (at least so far as I know) it enables them to go around in great coats and provides very minor resistence to fire attacks. Not at home so I can't give prices.

I've said it before and I said it again: you only need the SLCS to play SL. While there are a bunch of good products (and a bunch of people, including myself, who own most of the books and post enthusiastically about minutia) they're stictly optional.
SLCS is really good, but then I use it constantly for my current game YMMV.
