Other question: why is the rogue proficient in the longsword? he can´t really make good use of it...

That's a halfling thing and yes it works just like that, the main reason most people consider them the best race.

It seems probable that one of the other Rogue sub-classes will grant the ability to sneak attack with Strength-base weapons, similar to how the playtest Bird-barian could rage with Dex weapons.

Depends on character build sure, if I am going to make a strength based character I don't go halfling.

I build my character to be good at their jobs which is adventuring and saving the world, I have been playing/running D&D for almost 3 decades now and have no problem calling myself a min/maxing, character optimizing, rules lawyer.

I have fun doing building a character from a mechanical perspective and then hanging on a roleplaying skin over it.
