Sigil is in the DMG!

Remember the Spire is infinitely tall, and the outlands itself is infinite meaning that no matter where in the outlands you gate, you will never reach the spire EVEN if you gated to a distance of 1 micron from it's base. Therefore all those rules about magic and divine powers being nulled would never come into play because the distance between you and the base would always remain infinite.

In other words, its a paradox and the mechanics by which it functions is not supposed to be understood since understanding it's implications would cause your head to explode or worse.

Actually, I'm not sure Sigil works as being part of the Astral Sea ... unless it's free floating in the Sea itself. Which would seem a little odd, to me.

It can't be part of a Dominion, because who's the God then? It's part of the Lady of Pain's mystery that she is not a God can bar their entrance ...

I don't have any good ideas for what fits though.

But if the City of Doors is free-floating in the Astral Sea, what else is?

Lots of things, I'd hope.

I think Sigil in the Astral Sea is a good idea myself, and does indeed fit better than the "top of the spire" version. I could really stand for it to lose the now-unecessary torus shape, too, whilst they were at it (it could be very very large, and surrounded by a seeming infinity of ruins and decrepit parts of the city). I like the Lady of Pain (so long as she remains mysterious and personality-free), and really, Sigil as the City of Doors is as it should be. If one day there's a nice "Planescape-ish" setting book for Sigil that'd be cool too, but if not, just make it part of the official setting makes some nerdy part of me quite happy.

Funny, that's one of the things I find awesome about Sigil. It’s sort of the ultimate neutral ground with deities and god-like planar lords barred from entering it, lying on top of an infinte spire, and generally being impossible in many other ways as well. It’s a fantastic place, where angels and fiends walk the streets and any doorway could potentially lead to anywhere in the cosmos.

I don't think all Astral dominions need to have a god behind them. One of the concepts behind the new Astral Sea and its dominions was that planes can be placed there to recreate cosmologies of various settings, including Outer Planes from the Great Wheel if desired (and no sole gods rule those). Thus, one could place the Outlands as a dominion with Sigil in it on top of the Spire, though there are of course also many other possibilities for implementation.
 

It is the former Dominion of Aoskar, the God of Portals. There is a precedent for a Dominion which overthrew its god - it's called Nine Hells.

As you know, the center of the material plane is the mountain Meru, 450 000 km high.

As axis mundi, such a mountain is the mythical connection between the heaven (Astral Sea) and earth. It allows travel between them. So its top must reach into the Astral Sea, forming a kind of island there.

Now it is easy to answer where is Sigil. It is orbiting above the top of Mountain Meru.

Mmm. Is it necessary to be able to pinpoint Sigil's location? While there are countless numbers of doors leading in and out of the impossible city, no one may not know for certain where it is located. Perhaps the Astral Sea is a guess as good as any. Perhaps weathered sailors on the Astral Sea tell stories of brave men and women who have passed through magnificent storms only to be confronted with a vision of an impossibly tall spire rising in the far horizon. In spite of their efforts, the sailors say, these scarce individuals are never able to steer their ships closer toward the tantalizing mirage; it forever looms in the distance no matter how far one sails. Perhaps those with extraordinary vision have claimed to see the shape of a torus gleaming atop the spire in the strangely shining light that existed long before the light of day.

Well, I've always loved the concept of ringworlds in fiction, so I would hate to see the torus shape go. :)

Sure, they'll bastardize it, but at least it's there and will see SOME support.

Maybe the 4E team will even bring some of the 2E flavor back, since they're pulling feelings from earlier editions.
