I think it's silly that I can have 20 9th Level spells in my spellbook but can only know 6 cantrips.
I think it's silly that a wizard can't use Arcane Reserves on high level spells. Both of these are restrictions that I do not think need to be there.
But would it be a problem if they did overlap?

not to mention multiclass, and some races give you cantrips, too. If you really like cantrips, you can get loads of them fairly easily.Actually, if feats are in use you can have 3 more cantrips and an extra 1st level spell, by taking magic initiate and Spell Sniper. You also get some nifty other benefits, and an 1st level spell once between long rests..
heavy armor also precludes you from adding a *negative* Dex modifier.

No, the AC from heavy armor would work even if you were trying to get yourself stabbed. When you don heavy armor, dodging no longer factors into AC, whereas without heavy armor an average person's AC (10) assumes a reasonably competent attempt at evasion.
Why don't you ignore the DEX penalties while in Light or Medium armor? Sorry, that rule feel silly and senseless.
