Kirk was having the most common moral quandary in heroic fiction - when you fight monsters, you must be careful to not become a monster yourself. The fastest road to heck is to say, "Well, they were bad people, and so killing them is not a moral crime." Because the definition of "bad people" will slip...

If he hadn't been effected by the first time he ordered 7000 people to die, I'd fear he would be a sociopath.

And we all know that Kirk isn't a sociopath. He's a philanderer.
 


And didn't even need to serve out her full suspension. Why do they have so much trouble following through on any development of this character?
Maybe it's because, cool as she is, she's a prequel character with much thinner plot armor and narrative history than Pike, Spock, Chapel, Scotty, or Uhura? And her story is IMO less compelling than Lin'a [sic], M'Benga, or Number One.
