Okay, first off a few disclaimers:
1. Super-Duper AC Man is not to be taken seriously. He is not a viable character. He is simply a freakish lab experiment of the sort found in backwoods science colleges.
2. The purpose of him is to figure out what the highest AC it is possible, if not probable, to get in 3E using only official WotC products, not including shape-changing or using monster races for PCs. As my friend would say, shape-changing is a crutch!
If someone else wants to figure it out using shape-changing, feel free. I'm not going to.
3. Super-Duper AC Man is entirely legal to the best of my knowledge. He has the recommended amount of treasure for his level and everything stacks properly. If you see an error, please let me know so I can correct it or correct you.

He gets the AC under the following circumstances: fighting a single Giant opponent and moving through that opponent's
threatened area, provoking an AoO while fighting defensively.

Dexterity: 18 (base) + 5 (levels) + 21 (Super-Incantrix** Cat's Grace) +4 (inherent) +4 (2 Arms of Nyr) + 2 (Ziran drug) +4 (GAD***) = 58; costs 138,700
Intelligence: 18 (base) + 21 (Super-Incantrix** Fox's Cunning) +4 (inherent) + 3 (age) +4 (GAD***) = 50; costs 113,000.
Wisdom: 18 (base) + 20 (2x emp Owl's Insight) +3 (inherent) + 3 (age) +4 (GAD***) = 48; costs 91,500.

In order to get the mental aging bonuses without losing physical stats, use a Rod of Security to spend 99% of your time in the demiplane so you don't physically age. This is open to interpretation, however, so if you don't buy it his AC will be 3 less (ONLY 198...
).
** Super Incantrix: An incantrix (MaoF) can cast improved metamagic spells. At 7th level they can cast a spell modified by a metamagic feat without raising its level. They can also, at 8th level, use metamagic feats whose level increase is reduced by 1. So the Empower feat only raises the level by +1. Each of these spells (Cat's Grace, Fox's Cunning, and Eagle's Splendor) are thus 8x Empowered (ick!); one of those is free and the rest only increase the spell by 1 level, for a final spell level of 9.
*** GAD = Greater Aspect of the Deity, cast as an evil spell and stored in potion form by a Master Alchemist. One potion gives all the bonuses and costs 7,650 gp.
