It is appropriate if the rapier has no place on a standard weapons table. If creating a renaissance setting, the DM can easily add it as a special weapon as part of the special setting features.

Yeah, rapier is one that really bugs me. It just doesn't belong in a medieval setting. If DMs want to throw it into their world, then fine, but it really shouldn't be in a standard table, as you say.
