Okay, I don't think there is anyway to make this via the rules/guidelines as written.

It is a 'fragile' headdress. (ie. not to be worn 24/7, *not* to be worn in combat.) When worn, it maximizes the first die of any heal spell cast or read from a scroll.
So instead of d8+level it is 8+level. Instead of 2d8+level, it is 8+1d8+level. It does not affect potions or wands.


How much do you think this is worth?

How are you going to rule the "fragile" part? How probable is that the headdress will break and become unusable?

So a CLW cast by a 1st-level cleric will cure 1d8+1 (ave 5.5), 9 (ave 9) with the item (+64%).
A CMW cast by a 3rd-level cleric will cure 2d8+3 (ave 12.0), 1d8+11 (ave 15.5) with the item (+29%).
A CSW cast by a 5th-level cleric will cure 3d8+5 (ave 18.5), 2d8+13 (ave 22) with the item (+19%).
A CCW cast by a 7th-level cleric will cure 4d8+7 (ave 25.0), 3d8+15 (ave 28.5) with the item (+14%).

So, sometimes, it's a little better than a rod of empower only affecting only cure spells, but most of the times, it's worse. The less costly Metamagic rods are 3,000 gp. They are usable only 3 times per day, but they affect all spells.

A little less than 3,000 gp would be my estimate.

Mostly role-playing. He knows that it is fragile, and so he only puts it on when he needs it, and not during combat. As long as he isn't careless, it will be fine. If he decides to wear itall the time, or in combat.... well Iwill deal with it then.

I think he was referring to the number of dice. CMW is 2d8, not 3d8; CSW is 3d8, not 5d8; CCW is 4d8, not 7d8. The casters levels would be fine at 1, 3, 5, and 7, but in the case of spells, which the item also affects, would naturally be variable based on caster level to the maximum indicated by spell text (5, 10, 15, and 20 respectively).

Depends on just how fragile this headdress is.

If it's a near-guarantee that any combat (or even a high wind) will trash the headdress, then the lower (2000 gp) cost is appropriate. Might even price it lower if it's an heirloom, with sentimental value attached to it (i.e. character will be asked where Grandfather's ceremonial headdress is at the next clan gathering).
 

Here's an idea.

What if your 'fragile' headdress had a set number of charges, which slowly recharged itself on a 1/day basis?

For example, if your headdress has 3 charges, then he could use said items three times and then bupkiss. However, if left alone and unattended, it slowly regains 1 charge/day. The onus could also be that it must be at least 5' away from other magic items, or immersed in holy water, or whatever. It's more complicated this way, but more interesting.
