Sorry, but a Ray of Frost shouldn't have the potential to do 10d6+d3 points of damage. Yeah, I know. You freeze the ogre's eyeball, right? No -- you shoot the ray into his ear, freezing his brain. Yeah, that's it.
IMO, in general, no touch attack -- ranged or otherwise -- should be able to do sneak-attack damage. But hey, if you're a player, and you can get away with it . . . go for it.
