D&D can certainly be used as a storytelling game without any combat at all. Hammers can also be used as eating utensils by spooning food into your mouth with the claw bit in the back. Doing so would be rather silly considering the existence of tools that are far better suited to that purpose.D&D is for everyone.
D&D has something to offer to anyone. For example, it is possible to play D&D as a strictly combat game, or oppositely play D&D as storytelling game without any combat at all.
One of the responsibilities of a DM is emphasize the aspects of D&D that the players at ones table enjoy.
Perhaps the only caveat is session zero where players come to agreement. So, if the session zero cant meet an individuals needs, find a session zero that does.

Yep, or high hospital bills.
