The user can extinguish the colors in the collar to charm and dominate 1d12 creatures until the colors return (Charisma Save DC 16 negates). The colors return during dawn. When removed there is a 10% chance the user loses permanently their voice, the chance is doubled when removed with the colors extinguished.
