While reprinted, these races have all been updated to the current standard used by WotC for D&D races used in Tasha's Cauldron of Everything, including a free choice of ability score increases (increase one by 2 points and another by 1 point; or increase three by 1 point), and small races not suffering a movement speed penalty.

It read to me like if you want to determine your height randomly that you all use the same tables bases on build. Any idea what "build is"?

Edit: I assumed Faerie was included among the others from the phrasing.
I'm pretty sure WotC just got tired of having to come up with size-determining tables in D&D books with new races, so they decided to say "screw it, we have those in the PHB, just choose one of those and use them". It doesn't work for races/lineages that can be Small or Medium, but in that case, you should just choose a race from the PHB closes to your specific character to determine their height and weight.

"The size trait will become more flexible–harengon, for instance, can choose to be medium or small, others will have the following new text: “Player characters, regardless of race, typically fall into the same ranges of height and weight that humans have in our world. If you’d like to determine your character’s height or weight randomly, consult the Random Height and Weight table in the Player’s Handbook, and choose the row in the table that best represents the build you imagine for your character.”"

So 6 foot halflings and gnomes. :(

You left out some essential text:

"Now on to the changes to character races. Starting with the Harengon and Fairies, and going forward all new player races will have the following changes:

New character races lack an Age trait, replaced with: “The typical life span of a player character in the D&D multiverse is about a century, assuming the character doesn’t meet a violent end on an adventure. Members of some races, such as dwarves and elves, can live for centuries.” There will be no suggested alignment traits either.

The size trait will become more flexible–harengon, for instance, can choose to be medium or small, others will have the following new text: “Player characters, regardless of race, typically fall into the same ranges of height and weight that humans have in our world. If you’d like to determine your character’s height or weight randomly, consult the Random Height and Weight table in the Player’s Handbook, and choose the row in the table that best represents the build you imagine for your character.”

Finally: new races will lack traits that are purely cultural, so no more Languages included going forward."

So, I checked NerdImmersion's Reddit thread, 8 of these Races use the variable Size trait:

  • Aasamir (which can come from any mortal lineage, I reckon)
  • Changeling
  • Genasi (ditto on variable mortal ancestry)
  • Harengon
  • Kenku (who longer talk weird)
  • Tabaxi (big cat, little cat)
  • Tortles
  • Yuan-Ti

So, no Medium Goblins or Faeries, no Small Orcs or Goliaths

Near as I can tell, the optional Size only applies to some of the Anthropomorphic animal options, except the Aarocockra who are always Medium. The Owlin from Dtrixhaven can be Dmsll or Medium as well. It's not a general rule, it's Race by Race trait that can provideexceptionsto the rule..
The quote from WotC says, "Regardless of race." They may have changed that, but it is what they said.

Do we know that there isn't a general rule say at the beginning of the chapter and those are just suggested sizes for those races?

I can't say for certain, but thst limited list is what Yed has confirmed. For what it is worth, in Witchlight, Harengon are pinch hitters who can be Small or Medium a tcharacter resting while Faeries are always Small. It seems to be the same thing still.
