What’s the layout of the TVA?

There seems to be an office block where the TVA is located.

Out one window there is a city. Out the other window is space and the Loom.

I can’t quite grasp the layout. And who lives in that city? Can they see the Loom?

The TVA likely is the city and who knows how many thousand+ may work there? As to layout my gut instinct is that it's a tesseract, so has no layout comprehensible by us.

But nobody in the show ever goes to anywhere outside the building they’re in. The implication to me is that’s a city not the TVA.

I had just considered that since they're outside time, there is likely no atmosphere out there. Everywhere that they go would be within the buildings of the "city."

I always assumed that it was thousands of near-duplicate offices each containing their own variants, like precinct houses for police forces.

Maybe it’s just the 20th century America timelines? The whole staff at the TVA is apparently just 20th Century Americans. Not even other humans let alone other species. Maybe each country on each planet in each century in the universe has its own office building.

I mean not just species. Nationalities. The entire universe is run by Americans from the 20th century. Even He Who Remains is an American from 1960s Chicago.
